David Atkins was cast in the lead part as Squizzy Taylor because he resembled both Squizzy Taylor and James Cagney. Cagney was famous for playing gangsters. Writer Roger Simpson had been researching the period since he helped adapt Power Without Glory (1976.) The film was shot on location in Melbourne.
